Chip Import Monitoring System (CHIMS)

Mandatory DGFT Registration for Chip & Semiconductor Imports into India

Introduction

The Directorate General of Foreign Trade (DGFT) has introduced the Chip Import Monitoring System (CHIMS) to monitor and regulate import of chips, ICs and semiconductor components into India. Under this system, importers are required to submit advance import information prior to customs clearance.

Purpose of CHIMS

  • Monitor chip and semiconductor imports in real time
  • Ensure transparency in electronics trade
  • Prevent misuse or misdeclaration
  • Support domestic chip and electronics industry
  • Enable data-driven policy decisions

Mandatory Requirement

CHIMS registration is mandatory for all importers importing chips, integrated circuits and semiconductor products under notified HS codes. The generated Unique Registration Number (URN) must be mentioned in the Bill of Entry. Non-compliance may attract action under the Foreign Trade (D&R) Act, 1992.

Products Covered under CHIMS

Chips
Chips
Integrated Circuits
Integrated Circuits
Microchips
Microchips
Electronic Components
Electronic Components

Validity of CHIMS Registration

  • Registration allowed prior to import
  • Automatic URN generation
  • URN valid for 60 days
  • Required before filing Bill of Entry

CHIMS Registration Process

  1. Online registration on DGFT portal
  2. Submission of chip import details
  3. URN generation & compliance

Documents Required

  • Import Export Code (IEC)
  • Commercial Invoice & Bill of Lading
  • Digital Signature Certificate (DSC)

Conclusion

CHIMS is an important DGFT initiative to enhance transparency, strengthen chip and semiconductor import monitoring, and support India’s electronics trade and industry with better regulation.
