GeM Vendor Assessment (VA) is a mandatory quality verification process for sellers who want to list products under OEM or Manufacturer categories. The assessment is conducted by QCI (Quality Council of India) to validate your company’s manufacturing capability, financial strength, quality standards, and compliance.
Vendor Assessment ensures that only verified and compliant manufacturers are allowed to sell their products on the GeM platform. The process improves buyer confidence and maintains high-quality standards across all product categories listed under OEM/Brand Owner.
Once your assessment is successfully completed, GeM grants the status of "OEM – Original Equipment Manufacturer" or "Brand Owner" based on your submitted documents and QCI evaluation. This approval is crucial for product listing in categories that require manufacturer authentication.

Vendors who pass the assessment receive a unique GeM VA Certificate, which remains valid for 3 years. Assessed sellers enjoy better catalogue visibility, quick product approvals, and higher chances of winning government orders.

Manufacturers, assemblers or third-party manufacturers (branded or unbranded) who are directly involved in production can apply for Vendor Assessment to receive OEM recognition on GeM.
Brand owners who outsource manufacturing to third-party manufacturers can also apply. They must provide:
Entities whose manufacturing is performed outside India (but act as OEM/brand owner) may apply by submitting overseas manufacturing details, certifications, and partner declarations for assessment by RITES / QCI.
The Vendor Assessment verifies seller eligibility on GeM and ensures accuracy of documents, manufacturing capability, and transparency.
Login → Go to "My Account" → "Vendor Assessment". Upload exemption documents if eligible or continue to the assessment flow.
Update vendor profile including production capacity, raw material bills, sales data, invoices from the last 3 years, contact details etc.
Review, update and submit bank account and financial details.
Application is submitted to RITES → Seller receives RITES login credentials through email and SMS.
Using RITES login, sellers upload documents and complete the online assessment.
Pay the fees online as per turnover & product category.
If RITES raises objections, resolve them within 2 days.
Install the "RITES-GEM VA" Android app. A live video meeting is scheduled with the assessor to validate the facility and documents.
After successful desktop + video assessment, VA is approved. Sellers can participate in government procurement on GeM.
Sellers eligible for exemption must upload documents in the "Assessment Exemption Documents" section.
