GeM Vendor Assessment (VA) is a mandatory quality verification process for sellers who want to list products under OEM or Manufacturer categories. The assessment is conducted by QCI (Quality Council of India) to validate your company’s manufacturing capability, financial strength, quality standards, and compliance.

Why GeM Vendor Assessment is Important?

Vendor Assessment ensures that only verified and compliant manufacturers are allowed to sell their products on the GeM platform. The process improves buyer confidence and maintains high-quality standards across all product categories listed under OEM/Brand Owner.

Once your assessment is successfully completed, GeM grants the status of "OEM – Original Equipment Manufacturer" or "Brand Owner" based on your submitted documents and QCI evaluation. This approval is crucial for product listing in categories that require manufacturer authentication.

The QCI evaluation covers:

Vendors who pass the assessment receive a unique GeM VA Certificate, which remains valid for 3 years. Assessed sellers enjoy better catalogue visibility, quick product approvals, and higher chances of winning government orders.

Criteria for GeM Vendor Assessment

Vendor Assessment (VA) validates manufacturers, brand owners and deemed OEMs to ensure product quality, manufacturing capability and compliance before they list under OEM / Brand-owner categories on GeM.

Who should apply?

VA is applicable to:

  • Original Equipment Manufacturers (OEMs)
  • Brand owners (with or without in-house manufacturing)
  • Deemed OEMs — entities that source manufacturing from facilities outside India
OEM (Original Equipment Manufacturer)

Manufacturers, assemblers or third-party manufacturers (branded or unbranded) who are directly involved in production can apply for Vendor Assessment to receive OEM recognition on GeM.

Brand Owners (Non-manufacturing)

Brand owners who outsource manufacturing to third-party manufacturers can also apply. They must provide:

  • Formal manufacturing agreement with the third-party manufacturer
  • Details of outsourced production process and partner facilities
  • Supporting documents to confirm quality controls and traceability
Deemed OEMs (Manufacturing outside India)

Entities whose manufacturing is performed outside India (but act as OEM/brand owner) may apply by submitting overseas manufacturing details, certifications, and partner declarations for assessment by RITES / QCI.

GeM Vendor Assessment Criteria

GeM Vendor Assessment Process

The Vendor Assessment verifies seller eligibility on GeM and ensures accuracy of documents, manufacturing capability, and transparency.

1. Initiate Request on GeM

Login → Go to "My Account""Vendor Assessment". Upload exemption documents if eligible or continue to the assessment flow.

2. Complete Profile Details

Update vendor profile including production capacity, raw material bills, sales data, invoices from the last 3 years, contact details etc.

3. Financial & Bank Details

Review, update and submit bank account and financial details.

4. Submit VA Application

Application is submitted to RITES → Seller receives RITES login credentials through email and SMS.

5. Desktop Assessment

Using RITES login, sellers upload documents and complete the online assessment.

6. Vendor Assessment Fees

Pay the fees online as per turnover & product category.

7. Non-Compliance Resolution

If RITES raises objections, resolve them within 2 days.

8. Video Assessment

Install the "RITES-GEM VA" Android app. A live video meeting is scheduled with the assessor to validate the facility and documents.

9. Final Approval

After successful desktop + video assessment, VA is approved. Sellers can participate in government procurement on GeM.

Additional Notes
  • Vendor Assessment is completed by RITES within 15 days of fee payment.
  • A draft Vendor Assessment Report is shared with the seller.
  • Validity: Vendor Assessment remains valid for 3 years.
